Mr. Herman received his Juris Doctorate, cum laude, from the Widener University School of Law. Prior to that, Mr. Herman earned Bachelors of Arts degrees, magna cum laude, in Political Science and Rhetoric/Communications from the University of Pittsburgh.
Mr. Herman is admitted to practice before the Georgia and Pennsylvania state courts, the United States District Courts for the Southern and Middle Districts of Georgia and the Eastern and Middle Districts of Pennsylvania. He is also admitted to the Courts of Appeals for the Eleventh and Third Circuits.
Mr. Herman is a member of the State Bar of Georgia, the Pennsylvania Bar Association, and the Savannah Bar Association.

Mr. Herman’s practice focuses on professional liability defense litigation, commercial and contract litigation, municipal law, professional licensure and administrative litigation, and real estate matters. Mr. Herman became associated with Oliver Maner LLP in September of 2007, following several years of practice with a large law firm in Philadelphia, Pennsylvania.
Mr. Herman’s academic distinctions include: Senior Staff, Widener Journal of Public Law; admission to the Phi Kappa Phi Honor Society; selection as a Widener Academic Scholarship awardee; selection as an LBJ Research Fellow; selection as a Brackenridge Research Fellow; membership in the University of Pittsburgh Honors College; selection to the Academic Dean’s List at Widener University and the University of Pittsburgh; and Certificates of Meritorious Distinction recipient in several law courses.
Mr. Herman has authored several scholarly articles selected for publication, including a Case Note entitled Arkansas Educational Television Commission v. Forbes: A Circular Assault on Political Speech, 8 WIDENER J. PUB. L. 471 (1999), and the following Surveys of Law: Fumo v. Pennsylvania Public Utility Commission: Justiciability Under the Enrolled Bill Doctrine, 8 WIDENER J. PUB. L. 763 (1999); In Re Petition of Barkman: Pennsylvania’s Closed Primaries Maintain Viability, 9 WIDENER J. PUB. L. 547 (2000); Denbow v. Borough of Leetsdale; Municipalities may not Legislate that which the Constitution Forbids the General Assembly from Legislating, 9 WIDENER J. PUB. L. 657 (2000). Mr. Herman has also authored several articles for The Savannah Board of Realtors Newsletter, The Pennsylvania REALTOR®, the Defense Digest, the Philadelphia Legal Intelligencer, The Pennsylvania Law Weekly and several insurance industry publications. Mr. Herman has also lectured on professional liability defense and real estate matters.
Prior to his association with Oliver Maner LLP, Mr. Herman practiced in the areas of professional liability defense, insurance defense, school and municipal law, real estate, and employment law with two Pennsylvania law firms. Before entering law school, Mr. Herman worked as a legislative staffer, both in Washington, D.C. and Harrisburg, Pennsylvania, and as a legislative liaison for a former Governor of Pennsylvania.
Previously, Mr. Herman was a member of the Board of Directors for the Susquehanna Division of the March of Dimes, and he remains an active member of the University of Pittsburgh Alumni Association. Mr. Herman is a member of the Professional Liability Underwriting Society, an Affiliate member of the Savannah Area Board of Realtors, and an Instructor of Law at the Armstrong Atlantic State University. he is also active in the Savannah Area Chamber of Commerce and the United Way of the Coastal Empire.
